District Change is a non partisan initiative of the IBIS Institute for Change that seeks to affect the structural changes in Washington, DC that are necessary to bring about responsible governance and intelligent domestic and foreign policy.  Our mission is simple, reform Washington.  We firmly believe that an educated electorate is a politician’s worst enemy and we plan to wage war on the way business is commonly conducted in Washington, DC.  Together we can eliminate fraud, waste and abuse and replace it with truth, honesty, transparency and fair dealing.  When given the facts, we are all able to exercise proper judgment to make responsible, informed decisions.

Regardless of our political affiliation, Americans have grown tired of the partisan bickering and fringe groups that have hijacked our democratic legislative process.  The system is broken, rife with conflicts of interest where secretive side deals take precedent.  We The People, has given way to corporations and Political Action Committees who buy our representative’s votes on a daily basis.  No longer can “We the People” stand by and allow this to occur.  No longer can “We the People” rely on those politicians who care more about getting re-elected and lining their own pockets than doing the People’s business.  No longer can they speak for us.  It is time to remind those in Washington that the seats they sit in belong to us, the people they represent.  When elected officials fail to do the job, “We the People” must vote them out of office.  Unfortunately, the current environment keeps those best qualified to lead from seeking office and too often corrupts those that once had good intentions.  “We the People” must effect the changes necessary to reshape our government and return the power to the people.

It all starts with education and our five point platform will help to eliminate all that is wrong in Washington, DC.  It will come as no surprise that those currently in office and the moneyed power brokers they represent are adamantly opposed to these ideas.  However, good ideas can never be out spent.  After we have deposed of them, “We the People” can get down to the business of enacting policies that address the issues that plague this great country of ours.  To succeed, “We the People” must organize and act collectively.  This is a call for action.  Together, we can empower individual citizens, improve transparency and hold our elected officials accountable.  Armed with your support, we will take back Washington one vote at a time.  Stand up and join with us!

ELECTIONS
• Open Primary Elections
• All election dates are to be set by the States, not the Parties
• All Polling locations should open for regular hours 7 days leading up to election Tuesday
• Common sense re-districting, No gerrymandering
• District of Columbia Representation and full voting rights
• The Voting Rights Act must be made permanent
• All campaign claims and statements made by, for or against candidates must be factual



CAMPAIGN FINANCE
• Public Matching Funds for Presidential Election only
• Equal Media time
• Mandatory debate series with pre-set dates
• All advertisements must be paid for and approved by the candidates
• No PAC adds
• Direct Campaign Contributions only, no bundling
• Only individual US Citizens may make contributions
• No gifts



LEGISLATIVE
• All members must vote yes or no on all (100%) proposed legislation to reach the floor
• No Fillabusting to block legislation from reaching the floor to be voted upon
• All Bills to be posted on the internet 72 hours prior to being voted upon
• All Congressional voting records shall be posted on the internet
• No Piggybacking, all Bills must stand on their own merit and be voted on separately
• No Earmarks
• All Major legislation must be co-sponsored
• Presidential Line Item Veto



TERM LIMITS

• House of Representatives term should be changed from 2 to 4 years
• All Congress (Senate and House) should be limited to two terms
• 2 year blackout period from lobbying before entering or after leaving office



AGE LIMITS

• Cannot run for President or Congress if you will turn 65 before being sworn into office
• Mandatory year-end retirement for Supreme Court Justices reaching 72

Open full diplomatic channels with Cuba and end the dry foot policy
