John W. Templeton is the Chief Economist of IBIS Partners.   Mr. Templeton is a nationally known Author, Historian and Demographer.  He is co-founder of National Black Business Month and author of the annual State of Black Business series. Since graduating with honors in journalism from the first freshman class of the Howard University School of Communications, Templeton has won six national journalism awards, been the first black editor of a business newspaper and editor of the first black newspaper to observe a centennial.  His 28 books include Silicon Ceiling: Equal Opportunity and High Technology and Blackmoney: Advanced Strategies for Maximizing the $1 Trillion Blacks Receive Worldwide.  His web sites include blackmoney.com and blackrestaurant.net.  His research has documented abysmally low levels of contracting with black-owned businesses from Hurricane Katrina recovery, the Gulf spill and the American Recovery and Reinvestment Act.  In the seventh annual report, Where's Our Stimulus: State of Black Business, Templeton describes how some states are actually growing their black business sectors.
